Buccaneers are a group of people with qualities of Pirates. In other words, they were the original pirate group in the story.
After the World Government had taken over the world by defeating the Ancient Kingdom, there was not supposed to be any families of the Royal Bloodlines left. However, what really happened was the Royal Families multiplied and created the Buccaneer race who went into hiding.
This is what Saturn meant when he said if you let people escape then they'll multiply and remake themselves. The Ancient Kingdom was destroyed, but it multiplied and created the Buccaneer race.
Saturn has also heavily implied that the Buccaneer race is related to the ancient royal families.
Note: I made a theory before about a half year ago that stated the unknown race that Big Mom wanted would be called a Buccaneer race. I did this because it made sense for the missing race to be pirate-themed and I figured there was a good chance one specific group of people were known for being pirate-centric. The Buccaneers. Most people don't like pirates. That is to say, most people don't hold pirate traditions as their own traditions. They kind of avoid them instead. It's an entire group of people who are like Luffy and value Freedom.
