Basically before absorbing grand supreme Kai , kid buu absorbed south supreme Kai and grew stronger. When fat buu was removed from super buu , he initially reverted back to buff buu and goku noted buu was getting stronger but then reverted to kid buu and goku then notes he has became weaker.
