Buutenks is Gotenks + Super Buu and he kicked Gohan’s ass. It’s made very clear that Gohan is stronger than them but still below 2x their strength

Gohan held his own against Buu with Gotenks AND Piccolo. He was obviously outmatched, but he didn't just roll over.
Not only that, when Gotenks diffused, Buu still had Piccolo and individual Trunks/Goten. And Goku thought this version of super Buu would easily lose to Gohan.
All this shows base super Buu is neg diff material for Gohan.
The entire narrative here was that Gohan wanted to play around, and that cost him everything.
Buu himself said the power boost was additive. It’s not fusion at all

He got manhandled the entire time by a Buu who was intentionally dragging it out because he wanted to have fun. Dende had to heal him too
Those guys are much weaker than Buu or Gohan, so how does that help your case?

More like he’s around 70% as strong as Ultimate Gohan, which is still a large enough gap to overwhelm him but still below 2x his strength

Vegetto- far beyond 170 to an unknown but high degree
This is actually supported in the manga. Buu’s power boosts aren’t mutplication
Gohan wasn’t playing around in that fight either, that’s something anime filler made up. His mistake was letting Gotenks fight right after (at that point Gohan wasn’t taking it seriously)

The issue is Goku needs to build up power against Buu's best martial artist incarnation. So he needs to stay still in order to have a hope of killing his opponent.
No different to Piccolo being able to kill Raditz with the special beam canon, it doesn't translate to winning a fight because the only way Goku ever gets this opportunity is with outside help.
