Buggy is one of Oda’s favorite character, so I see Oda doing this gag where he reveals that Buggy had a god fruit which he just never mastered.

I think that Buggy’s DF gives the user Dr Manhattan powers once awakened. It allows you to break yourself and objects down into atoms and then rebuild them from scratch.

Some void century legend likely had this power. Probably Joyboy’s RHM or something like that. Then after Imu won the war, he changed its name to the bara bara no mi to hide its true power.

The problem that I think occurs with the concept that Buggy's fruit can work on a molecular scale is that it would no longer be a, "bara-bara" sound.

The fruit's name is based on the sound that occurs when something solid is being split. An example would be an axe splitting wood. When the wood falls it makes the sound, "bara-bara."

Matter on Earth 🌎 is in the form of solid, liquid, and gas. Solids, liquids, and gases are made of up tiny particles called atoms and molecules.

It is likely that Buggy's Split-Split Fruit is limited to splitting solid objects because the sound is associated with the sound of solid objects being split, and atoms or molecules may not constitute a solid object until they are defined as either a form of matter that is either solid, liquid, or gas.

I might be biased too because I also think most of the Devil Fruits weren't originally used by people as weapons of war, but instead they were used to advance society. So, I think it was Legendary Craftsmen who used the majority of the Devil Fruits.

I could be wrong, though. It could have been a Legendary Hero/Villain/Warrior.
