I don’t get it how people especially us readers believe buggy is the leader of the cross guild when oda makes it clear mihawk and crocodile are the leader of cross guild and they get to decide cross guild goals and how the empire moves

other words buggy can’t do whatever he wants.
We know crocodile true goal and for mihawk we’re not sure.

it’s like saying imu isn’t the leader of the world government because he doesn’t order the marines or admiral to do shit. Marines follow the fleet admiral and pirates follow buggy

but the admiral obey imu and buggy obeys crocodile/mihawk.

Anyway I don’t think cross guild are gonna go after one piece because crocodile and mihawk don’t want it

They stopped being able to "use Buggy" since he decided they would go after the OP and Mihawk and Crocodile freaked out. If you don't check your puppet leader, they're not a puppet anymore
