It could easily be Scopper Gaban hiding somewhere with the last Poneglyph cause he knows the value of the One Piece Treasure which will turn the Op World upside down. I could imagine that he perhaps is totally against the Idea of this Treasure even beeing found unlike Roger or hes simply waiting for the right People

If Roger wanted to hide the 4th Poneglyph like that, Rayleigh could've done it. It doesnt make sense to me that Ray is chilling in Sabaody while Gaban is busy on a ship hiding a Poneglyph.
Also Oda loves his patterns, he introduced Roger in ch. 1, Rayleigh in ch. 500. So if he wanted to bring Gaban into the story, he would've done it around ch. 1000.

I thought it was saul but this is classic red herring .
He is someone new most likely . Classic oda bait makes it look like he is saul .
There are several hints this person is connected to fishman island considering it was residing there last time we saw.
1. He is someone who was already named in the story and his character intro is hidden.
Someone mentioned its Davy jones . I pretty much agree it could be him.

It's not Dragon. He has story relevance without it.

Silver axe might be ded. And if he had it, BB would already have it.
Saul is a red herring. While he has the scars, We know he's in elbaph. And i don't think he has left elbaph once he got there due to fear of being found out.

I dont think its dragon. If dragon had final poneglyph wouldnt he just handover to his son and biggest flaw here is robin spent time with dragon in timeskip . She would have had look into the poneglyph.
We should discount this possibility and dragon is not focused on one piece . I am pretty sure this man is pirate and he is not well known pirate .
