You know Aokiji and Akainu changed the atmosphere of an entire island. Kizaru potentially could, but maybe not all at once with a single attack unlike the x-ray that erased Lulusia
They changed the atmosphere of half island each. And Ace was already doing that at Drum Island. Thing it they made it permanently while Ace just during his staying there.
I can't see Kizaru erasing an island with what he showed us. Maybe with his awakening though.
