Will Luffy defeat Kizaru in chapter 1094?

You're missing the point of my post. What does beating base Luffy prove?
Dude, if you are in your strongest form for let’s say only 30 minutes and then you are done after, that’s you not being strong enough to fight in that league. Fights, especially on those levels, are marathons and not sprints. No top tier is gonna beat another one in 30 minutes.
I can also compete against a marathon runner and overtake him easily, the problem is only i am gonna be done shortly after while he will stil be running and win the race. G5 gives Luffy the opportunity to fight Top Tiers on an equal level, but he doesn’t last long in that level.

That doesn't matter. If you can't beat someone at their peak, it's a hallow victory.

Imagine if Frieza dropped back down to his first form when Goku went Super Saiyan for the first time, and then Goku demolishes him in a second. Would that prove Goku was stronger than Frieza?

And Luffy can fight top tiers in his base. That was already proved in the Kaido fight. For some reason though, Oda has this obsession with making Luffy go all out in the first round of his fights, and using a form that drains his stamina in minutes, instead of having Luffy fight normally and build up to using G4/G5 when it's more viable to use it. You can't beat a Top Tier that fast, no matter who it is, which is why when Oda has Luffy do this BS, we all know it's just to prolong things.

If you can accept that Luffy doing something stupid like burning through his own stamina and making himself weaker, which gives his opponent an easy victory, is indicative to that person being stronger than him, then more power to you.

Luffy is not strong enough to beat Top Tiers without G5 - this form alone gives him the chance to beat one. If he is not able to do it without being drained out, Luffy is not strong enough.
If Luffy is the one who needs a doping power up that he can't keep up for long in order to fight them, then he is the one who isn't strong enough. He literaly is on their level for a couple of minutes and after that not anymore. No other Top Tier has that issue. Because they are on that level for many years and perfected their abilities. Same as Luffy doesn't lose his Lifespan anymore after using G2. Same will happen with G5 in the future, but he isn't there yet. It's an Ace up his sleeve with a huge drawback.

There are strong boxer that are strong in the first round, but start to lose in the second because they are out of steam and ultimately lose. Does that mean the boxer who won isn't a better boxer than him?

Luffy hasn't even proven yet that he is above Kizaru in G5.
IF Luffy would absolutely dominate the fight in G5, but than run out, that would mean he is stronger in this short amount of time, but at the end would stil lose.
Ultimately Kizaru would stil be the superior fighter.
