He didn’t. By Luffys own volition he was serious and after the fight he was depressed that he failed which means he was very seriously trying to succeed.

Luffy never mentioned any sort of nerf what we saw was Luffys limit against Kizaru.

He did on the one attack he could actually land on Kizaru. Remember Kizaru isn’t Kaido, Kaido is fine with letting attacks hit him, Kizaru doesnt. Kizaru blocks and dodges.

Again, if Luffy used CoC like he did against Kaido he’d run out of energy faster and just be less effective which is why he did it with White Star Gun, but none of the other attacks
