I saw a the clip of Luffy reacting to his Bounty after WCI, where he thinks it Decreases from 500 million to 150 million, before it's revealed to actually be 1.5 billion. But the Question still remains. Can a Bounty Decrease?
While we see Bounties raise in One Piece, we have never seen one go down. And would the World Government and Marines ever lower a bounty anyway?
Take Rayleigh for example, in his Old Age and out of practice, would he be considered less of a threat than in his Prime and actively pirating? I don't believe so, because while he may not be as strong as before his crimes still remain, and strength and battle prowess are not the only things the Bounty System looks at.His knowledge about the "Void Century" and experience still make him as big of a threat as in his Prime.
So can a Bounty even be lowered by the World Government? I don't think so. Even if a bounty is exaggerated (Like with 8 year old Robin's) the Marines and World Government still knew it was needlessly high and still kept it, and even lied about the events of her bounty.

I don't think so either. Once you get a bounty on your head then you will stick with it unless you cause more trouble and the WG would raise the bounty even more

If the bounty of Dorry and Brogy hadn't been decreased nor removed for 100 years as they were currently no threat to the World Government, I don't think the bounty gets decreased

The punishment can be lowered. Sanji's bounty going from "dead or alive" to "alive only" for example.

Idk about the bounty value decreasing though. Even if someone did something good for the public (without tarnishing the WG's image) it would either be covered up the credit taken.

I think they can. For instance the Marines realize giving usopp a bounty of 200B was a mistake and they don't want to overpay for a rather weak target

I was thinking that for pirates who becomes weaker, it should. And in normal circumstances, this would be like let's say with age, they aren't as strong anymore or they lose influence and thus, aren't worth that much bounty.

But this is OP and characters seem to stay or even get stronger with age (like Rayleigh or WB), there isn't a noticeable difference and the marines would have no reason to decrease the bounty.

So long story short, yes I think it can decrease but no, they don't do it usually.

If you want evidence that a bounty can decrease then you won’t find and no one could offer you such evidence. However, logically speaking, I think this idea is plausible, whatever goes up, can go down.

the real question is; Would Oda do it?
The Answer is No.
Reason; Oda already explained why someone’s bounty would increase, and it has nothing to do with PL but rather how much a threat the WG thinks Of this individual, if we say decreasing bounties was a thing, Oda would Also need to give an explanation of why did a certain individual (Supposedly strong) got his bounty decreased, this would trigger a series of questions of other individuals Who have similar reasons to get their bounty decreased but never actually had them decreased and the whole bounty Idea would look Senseless.

it wont cause it

its not purley related on strength lets say Buggy is attacking 100 villages he gets an bounty of 100 while lets Law only attacks 10 village then Buggy would highly get the higher bounty cause he causes too much trouble and gets the attention

Also bounty has so many factors even if youre fodder if you try to research the void history they will immediatley get an higher bounty then some infamous pirate who roams the sea
