Out of all the characters in OP, Sanji is the only one that will get lowered?

Wish he did not love(!) Sanji that much, but sadly he does...

I think it's possible to "drop" your bounty... and not decrease it

Meaning.... someone like X-Drake is working for Marines "secretly" but has a bounty on his head now

It's possible I believe that if him working for Marines GOT OUT and his mission is complete/accomplished.... it's possible that WG can issue an order of dropping his bounty... and canceling it...

On the other hand, bounties do not decrease in my opinion because we have seen old geezers who remained with same bounty... as an example, Don Chinjao remained with that 500+ bounty...

There might be an exception though

Doubt it cause WG already know now that's he's called Vinsmoke Sanji
if so, I believe they can connect the dots that the only Germa guy who is always with SHs is Sanji... thus stealth black should be him...

In fact, if Oda was going to pull something like that off... he would have done it with "Sogeking" and "Usopp"

I don't think bounty can decrease. To me the most clear point of this is the former warlords. The WG had every incentive to lower their bounty but instead just froze it so it can't go any higher. Plus it'd make no sense to lower a bounty on criminals you want to capture.

Technically yes, since the Marines/WG have authority over it. In reality, they probably will need good reason to do so.

It was mentioned in Ch. 957 that new bounties are being estimated for the former Shichibukai.

sanji had bounty increase post timeskip from a reward by the germa family
so i guess if the germa family cancelled the wedding, sanji might had a bounty reduction?
I would say this is only special case, though. Most of the times, bounty is permanent until you are killed
