Pure bullshit from Oda.
El Thor is Enel's 4º strongest attack (against a target, Sango is more powerful but it has great AoE = not good against a human size target) and Sanji resisted it, so his durability lvl is around that AP.
200 mill volts is at most 3 tiers above el Thor (and even less since for Oda 200 mill not necessarily is x2 = 100 mill, it might be simply 200 mill > 100 mill). Lucci is already a tier above Luffy/Wyper from that arc and then we have Thriller Bark and then the Pacifista and the postts. So Nami with Goro wouldn't be that strong, not with those feats.
