The world government let Luffy go and do dum shit in enies lobby and impel down they also let him go in sabaody....the gorosei didn't give AF bout Luffy like that until oda retconned his df.

True enough, they knew from the start the fruit he had and his family but never actually erased him when he was weak, but that is a plot hole. In Marineford suddenly he was the center of the attention after Ace died and Akainu was clearly in terminator mode going after his ass.

Gorosei would sent garling to execute charlos if he interrupted the war. Killing the son of pirate king is huge thing. The dream of a pirate is on the line.you can destroyed pirate dreams, wills and ambition by that.i think Imu also want it. If marine lose.worst case scenario They can send the holy knight even gorosei if buggy live cam don't exist.
