Can Haki change the weather?

A 5 minute talk between WB and Shanks that became heated, quickly changed the weather from a sunny day to having the entire sky covered in thick thunderclouds.

5 minutes later as they get more serious in their talk:

In Kuri, before Kaido appeared, the sky was like this.

When Kaido is about to appear, Law's subordinate makes a comment about the sky.
When Kaido appears, he completely changes the weather.

Here is a before and an after.

The weather on Onigashima before Big Mom was captured.
The weather of Big Mom vs Kaido.
In this panel where they both share the skies, it becomes clearer.
The weather before Whitebeard vs Roger occurs.
The weather after Whitebeard and Roger get serious.
I'm not going to look for examples of Luffy vs Kaido because we already have more than enough. What do you think? Could it be Oda's way of symbolizing that one or two of the strongest characters in the manga have appeared or are about to fight?

Dragons can alter the weather, also WB vs Roger clash was sunny. I think in the Ace novel it says he stopped the snow on the Drum island via his firey CoC but it sounds stupid so I'll ignore it.

Yes, indeed. I think it's less a specific ability, as in "I'm deciding to change the weather now", but more like a side effect of the sheer power of their Haki, which is will and ambition, to bend the environment to their will.
I think its stylic thing oda does to say shits serious
What if dragon simply mastered this ability 🤔
It's interesting possibilities, although I believe more in the first and second.

Oda isn’t gonna spoil ACoC in a promo chapter for Strong World
Oda didn't had ACoC concept at time. He made haki through One Piece and people pretend he already had CoC for Shanks at chapter 1 over a generic moment all anime have at some point of a strong character pissed off flexing over an irrational animal.

I always took this line as an ability of his fire logia, similar to crocodile controlling the weather in alabasta.

Maybe but I think oda purposely makes weather cloudy for a sky split. Kaido and BM can control the weather anyway due to their DFs
Actually no, in the case of Roger and Whitebeard, the change occurred after they collided and split the skies (only after that did the weather turn bad). In the case of Kaido in Kuri, he didn't go there to collide with anyone since at that point Luffy wasn't capable of doing so, Kaido changed the weather by himself. Only in the case of Shanks vs. WB and Kaido vs. Big Mom did the weather change before the collision.

For me, it would make more sense for Oda to have the weather close in before WB and Roger collided with each other, thus causing the clouds to split in half rather than just having them push away a few clouds around the island and then later closing the weather completely.

I think in case of roger vs WB , it is done due to dramatic effect. Showing the intensity of the fight for example. For Kaido I think it happened due to his dragon transformation.

It could be, but this level of intensity hasn't been portrayed in other fights. To be honest, Oda has maintained consistency in this regard only when it comes to users of Haoshoku Haki. Look at Garp vs. Aokiji; the sky is clear with just a few clouds.
