No. Sanji himself said that he was using everything he gained from the exoskeleton to create IJ. The only implication is that he would've still been able to make his flames hotter without the exo, but he didn't because it would damage his own body.
He'll always have exo body regardless of whether he needs it or not because it's an integral part of Sanji now. Generally speaking, he doesn't need it if he has strong enough armament.

*cough* "for now." What I meant is, it may be an on and off thing of the genes activating in extreme fights that may become more permanent the more it happens. I don't think the idea of merciless Sanji is completely gone yet.
