There are many who follow strong leaders yet it never stop them from being coc users
WB follow rocks
Rayleigh follow roger
Zoro follow luffy
Donflamingo bow his head in dirt & kiss kaido ass yet he's coc user
, shit you can even be a mama's boy like katakuri & even lose a fight to a teenager with pride & still have coc

These crews like Roger, Shanks and Luffy are the "freest" crews.

Still willpower makes the difference. And we know willpower is related to power level when things get serious.
Roger > Ray and Big Mom > Kata.
No CoC user would follow someone weaker than him or her

Nobody says Kata and Ray are above Great Pirates
King doesn't even An ultimate presence in the crew

Zoro is a CoC user, followed Luffy.
Oden and Ace followed WB.
Katakuri and Big Mom.
Rayleigh and Roger.
Etc.

Oda probably doesn't care and just give everybody CoC at this point.

All the yonko were underlings at some point of their lives, for various reasons.
There's apprentices: kaido, shanks, luffy if shanks took him along...
There's independent partners/right hand men: rayleigh, zoro, king...

Imo story PIS wise yes in itself probably, but still CoC is meant to be a pretty individual feature, plus Robin got no CoC despite the situation isn't exactly equal grounded.

When a guy with CoC follows another guy with CoC, it basically means his willpower is weaker than the guy he is following with all that's implied in the process (especially power level wise, that's a given)
