We know he's stronger than Shanks and this is probably true with AdCoC and being the strongest means he can send a flying sword technique that can kill infinity people right? Because none of them can block it
He's definitely better than Shanks in terms of application of haki in swordsmanship.
That's why the concept of "haki above all" is not just about the literal strength of your haki, but how you utilise it.
Besides even Joyboy level haki caps out at KO'ing vice admirals. Using CoC in this manner is more about dealing with fodder.
Even if Shanks base CoC is stronger than Mihawk's, Shanks probably wastes a decent amount in it's practical application, especially when he's mad.
Think about it, he KO'ed his crew when he was angry, not having complete control means he probably can't channel it all in his swordsmanship either way.
It might be why he opts to use it the way he does, instead of channelling it directly into his blade. We saw Roger actually use armament on his sword where Shanks hasn't.
So if Mihawk has complete control where Shanks does not, it makes sense why Mihawk's techniques achieve a greater affect, even with the possibility of his haki not being as strong.
