Hmm...yes and no?
I'm not sure if he could make something that's technically the same as a Sky Island. Solid Sea Clouds have a element called pyrobloin in it, which is the same element found in Sea Stone. I don't think Smoker can produce a element that would weaken himself inside his own body. Without the pyrobloin, I'm not sure if whatever Smoker made would technically be called a "Sea Cloud". Oda seems to be cooking something special with the Island Clouds, and I don't think a normal human can produce them. They seem to have connections to the Dragons, given Kaido and Momo's cloud-making powers. And the fact that Sky Clouds come from volcanoes hints that there's something going on with Dragons underground. Smoker is not a Dragon, so I don't think he'd be able to make Sea Clouds like they can.
Plus, normally Sea Clouds can't survive on the surface of the planet. Probably due to all of the water? The only place Sea Clouds can exist near the surface is on Egghead, and that was because of Vegapunk's special "air conditioning" system. So, even if Smoker COULD produce Sea Clouds from his own body, they'd probably instantly dissolve due to being close to the surface.
But, I do think he could make something pretty close. We've seen that characters can imbue Haki into weapons and objects. So, I think what Smoker COULD do is imbue Haki into the Smoke he makes. Making something that works similar to a Sea Cloud. I think Smoker COULD potentially make Solid Clouds via Haki. It wouldn't be the same thing as a Island Cloud, but it would be similar enough to probably be near-identical in application.
So, I could see Smoker wielding Solid-Cloud Weapons that he makes in the future. But, they wouldn't technically be Sea-Clouds, they'd be Haki-Clouds. Similar, but not the same. It could take a enormous amount of Haki to make a Haki-Cloud Island, but I could see it happening. So...it's plausible, in a way.
