It's not completely stupid, but it's very badly executed. I think it's the whole inner-dialogue that's so bad. Because his power could "technically" do that with some imagination and all. But Hisoka is not supposed to just ask for nen-after-death and have it granted. It was wacky and in the end so is Luffy's reincarnation in Goofy.

Yknow, Pitou could've just asked Blithe to string together her brain, lungs, and heart and she would've been good as new once Gon wrecked her and not be a corpse on strings

Title? nothing in the manga has shown that luffys df has the ability to revive characters from the realm of the undead
Because the backstory behind Joyboy hasn't been explained yet. The only information we heard was from Vegapunk who didn't know much about it.
