Looks like it did both.

We can see the railgun being cut in half, and then Kidd himself doesn’t seem to be cut just heavily wounded like Oden.

He cut and didn’t cut in 1 slash, I really think this is the best swordsmanship we’ve seen in the whole series.

Yea it doesnt mainly cut, it mainly give crushing / explosion damage. Shanks cut is rough around the edges, the Railgun was shattered to pieces at the spot of impact instead of sliced. So yeah Shanks is just an okay swordsman it seems
