No because cross guild bounty is actually lower than marine bounty. So cobys bounty would actually scale higher if it was given by the world government lol

The comparison are bounties that the world abroad knows off. Doffy bounty system only applied for the island and only for him..

There is 0 comparison to cross guild and world government bounty system with doffys bounty system

Whole world knows Usopp as God since Dressrosa. Not sure what you mean.

Comparing Cross Guild bounties with Doffy's makes much more sense.

Luffy before Dressrosa still had a bounty of 400mi and Smoker while all other Vice Admirals excluding Garp was already below him while being a Vice Admirals.
