Carrot has Haki in this scenario, because people who think New World fighters fighting Pirates in the 300,000,000+ Berry range don't use Haki are crazy people.
Elmer Fudd has no CoO, but strong CoA, especially defensively. Despite countless battles with Bugs Bunny, Elmer Fudd has never suffered any serious damage, despite being shot, blown up, set on fire, and many other instances that normally would have led to explicit death.
Can Carrot do enough damage to Fudd to pierce his powerful Adv CoA? However, Elmer's aim leaves a lot to be desired, but, up close, he can do a good job.
While Carrot is smart, and powerful, she openly falls for many ploys, and can easily be trapped/ambushed by using... uh, Carrots as bait. If Elmer can rig an exploding carrot, why, Carrot might just blow up. More on that in a moment. Elmer has also been electrocuted, and survived, so, I'm assuming he can tank Electro, especially with Haki.
In order to scale this fight properly, we have to look at Bugs Bunny's power level. Since Bugs Bunny is routinely seen bending steel, as well as taking exceptional amounts of damage, I'd say his CoA is much stronger than Fudd's. In fact, like Mihawk with Vista, Bugs often times seems to be playing with his food. However, there are times Fudd does come close to killing Bugs, which makes us have to respect Elmer's overall attack power.
The biggest issue here is simple: Bugs and Elmer are routinely seen surviving large scale explosions. Meanwhile, Carrot was weaker than her mentor, Pedro, who... blew up to dynamite. To be fair, this was enough dynamite to nearly kill a Yonkou Commander level fighter, while freeing a ship from rigid, steel like candy. So... what level of explosions has Fudd been able to survive?
Thankfully, we can use Daffy Duck to scale Elmer's explosion survivability. As Daffy is generally tiered at Fudd's level, as a rival to Bugs who could never quite defeat him, with very similar physical statistics, and Haki, this video of Daffy surviving his house exploding allows us to comfortably put Daffy, and Elmer as a result, beyond Pedro when it comes to durability.
Due to Pedro dying to an explosion Elmer would survive easily, when Carrot is weaker than Pedro, I have to sadly admit that Elmer Fudd would low diff Carrot, the Queen of Zou.
