Cavendish was portrayed to be one of the top 4 supernova by Ace, alongside Kid, Law, and Bege.

Given he is the only one out of the 4 without a DF, I think it makes sense by the final war.
No, the likes of Doflamingo and Hancock don't have it.

Kidd also doesn't have it.

This is an ability reserved for a very elite few.

The weakest characters with it is Yamato/1010 Luffy and Cavendish just isn't smelling that tier.

Not even some of Luffy's best men such as Sanji and Jimbei have it. Why would my g come to the conclusion that Cavendish should get it lmao.

Cavendish is cool and he's pretty strong when you look at the big picture, but he's not a handful of the very strongest.

I honestly have Hakuba above every character who isn't a commander, and yes that includes the Tobiroppo. His feat of one shotting everyone under the sun, some of whom are decently strong fighters in their own right, doesn't make sense otherwise.

Hakuba that we see later on will definitely be commander level too, I'd guess somewhere below all the right hand men but above others

She had a mountain of distance between them to react, where Hakuba was running straight at her. With her ability being the counter to these type of fighters

Redo the match with say 100m distance instead of multiple kms, and Robin gets one shot without being able to react.

Also, this isn't how it works; if Hakuba was too fast, Robin wouldn't have been able to catch him anyway, whether he was running from 100 metres or from 100 kilometres.

This isn't bullet dodging where the distance gives you more time to react, Robin needs to catch Hakuba at his current position, and it's his speed that determines how hard that is, regardless of the intervening distance.

Can you see a jet flying straight when far away? Yeah you would. You wouldn't if you're bird nearby, that would be too fast for you to notice in close quarters.
Easiest example is Barto himself. Dude couldn't see shit when Hakuba was running around him. But he could very well see Hakuba running straight towards Robin. This isn't really hard dude, just use real life logic

Catching in current position isn't hard when you decide where to sprout yours arms. Robin decided to sprout them on Hakuba's body.

Man, that's why "running straight at her" is the key aspect. He ran straight at her, didn't try changing direction or anything.
Barto went from unable to perceive Hakuba when he was attacking him at different angles in close quarters, to clearly seeing him running at her when he ran straight. The difference is quite apparent.

It's at least a couple of kms. Hakuba was some distance away from the base of mountain. Robin was more than mid way up that mountain.

Dude covered that distance within seconds, his speed is top tier. There are only a handful of characters in the series so far who are as fast or faster in pure speed/mobility (just Kizaru, Enel, speed mode King, Sanji and G4 Luffy off the top of my head)
