I'm predicting that he's from Imu's Kingdom which has a demonic theme to it like how Sabo described the room Imu was in as hell and his devil transformation that attacked Sabo. It would be fitting for a Dracula who also happens to be immortal.

They always put emphasis on Imu's eye the same way they do with Mihawk. This one looks to be the same as the one Mihawk did against Luffy.

This intense zoom effect reminds me of Mihawk's one against Zoro and they both seem to have blitzkrieg style of attack.
