I'm still coming to my verdict but I'm mostly unimpressed.
The biggest plus for me is that Shin now has his personal 5K unit. Hopefully we get to see this 5K grow into a truly elite unit in time.
I also like the official addition of a medical squad and the apparent permanence of at least some of the Saki clan. Considering the size of the unit, I wonder if that makes Rin a 1K Commander? Is she considered an officer expected to be present at meetings now? Hopefully we'll find out more soon. It's been my personal hope Io still joins and fills such a position within the HSU.
I also like the detail of So Sui's unit being responsible for transport protection. That makes all the more sense if you remember he used to be in charge of the logistics before Ten took over.
What I don't like:
This busines with Suu Gen being a 3K Commander but also commanding the entirety of the +10K infantry sucks, and requires explanation before it could even make sense.
Most promotions are too low. Ga Ro in particular should've been up for 5K over En, but fine, Hara thought differently. Still, a single increment in rank just seems far too low relative to his abilities, stats, prominence in the story, proximity to Shin and overall importance to the HSU. Ga Ro should be a 3K Commander at minimum, with Man Dou as his lieutenant.

Other thoughts
- 3000 archers out of an army of 40K - less than 10% - is on the very low end, yet how is Taku Kei meant to protect that many with 300?
- Why is Kou only just now a unit commander? He should've been one eons ago as a HSU founding member
- What of Shi Tou, the young 50-Man Commander with the sword? Ei Tou? Shou Kai, who appears to be Shou Sa's son?
- Ka Ryo Ten should have her own army unit if not at least a couple thousand men
- The Archer Bros are 100M and 50M Commanders - what the fuck is up with that?
