So now we know Buggy and Xebec share hair color and also their wanted posters look similar

Also Xebec said in recent chapter that luck has left him , what if fate decided to transfer all Xebec luck into Buggy , we know how lucky Buggy is he became a yonko thanks to his luck.

Buggy was already born by the time of God's Valley. And Eris never met Rocks for nearly 2 years after Teach was born.

Buggy is 39, meaning he would have already been born during GV, and the fact that he wasn´t on GV pretty clearly disqualifies him from being related to Xebec, unless you think it would make sense for the Roger pirates to pick him up in a completely different island. Also, Buggy doesn´t really want to be king of the world, he´s just egotripping in that scene.
