Sanji character development ?
what do you mean did you not hear him get called pathetic? He developed from a simp to a pathetic simp. Thats impressive even for his standards.
He actually lied to pretend he'd do something and tried to bullshit his way to the key. In PH he shows trust in Zoro to get it done but that's largely protecting the other women from someone who isn't all that competitive. This time he trusts Robin personally, which shows confidence in her ability to protect herself and save him, at a very large cost in pride
A lot of people wanted Sanji this chapter to do the generic "I would rather die than talk" cool guy line.
But that's Pre-Timeskip Sanji
Sanji didn't wanna die a senseless death just because of his belief of not hurting a woman.
He had his friends that allowed him to keep his belief without dying.
That's what Strawhats do, they cover each other weaknesses.
That's why he trusted Robin can handle this for him as he tries to save his own life so that he could go do something else.
Characters that have no idea about Sanji's belief, think that a man calling for woman's help is pathetic and "unmanly" (notice how these characters get beat by Sanji easy).
While character like Marco thinks otherwise.
And of course the character that is affected by Sanji's actions the most- Robin, is the happiest we've ever seen her be and that's thanks to Sanji's actions.
So if Robin is happy that Sanji did this, I don't think anyone else's opinion matters on this matter.
Sanji isn't trying to be the generic cool guy like Zoro that would rather die than ask for help.
Sanji's actions are cool if you understand his character arc.

By that I mean, prior arcs, matchups are coincidentally setup as in 1-1, 2-2, 3-3, etc. Enies Lobby matchups had stylistic/class differences such as Usopp/Zoro v Jabra/Kaku and Sanji/Khalifa, and that quote, "You do what I can't, and I'll do what you can't" makes a lot more sense. Unfortunately this point comes at the cost of Sanji's manhood for all three scenarios.

He's setting up a scenario where people sleep on Sanji. Alot ot the people on Onishigama have no idea who he even is. Whatever he does/whoever he defeats will get him known
He will. But the problem that arises because he called Robin of all people is Cipher Pol. Whether, Sanji-fans roll their eyes at this hypothetical scenario or not, it is assumed in good faith. Robin may be captured by Cipher Pol or Big Mom Pirates, or a third Party.
The chance is there should Oda choose to fulfill this plotpoint. Then, there will be no escape for Sanjifans and Sanjis character writing, because he does put his crew in danger (and this is not a first).
Feeding Gin, bringing Krieg, bringing the SH's to WCI, beating Luffy after his 10 hour fight w/ a Commander, feeding Big Mom delicious cake despite feeding Zoro nails and Luffy/Chopper/Usopp garbage food, searching for prostitutes while Nami/Carrot captured, etc
