sukuna created domain with outer shell (using physical objects as a shell). not a barrier with pocket dimension like gojo and the others, but like megumi's incomplete domain.
in a fight against naoya it was stated, that pocket dimension domains doesn't work on maki (they cannot capture her, cause she doesn't have cursed energy), but domains with outer shell (and open-barrier domains) works (cause they doesn't need to capture no one, they just hit people, buildings, trees etc).
he created it like that specially to be able to hit maki
