For one, Haku'Ou Koku may be the stronger fighter still - with or without weight. He is a general that excells in direct confrontation, after all. Secondly, and more importantly, he is the #2 general in Han. That is exactly the kind of feather Shin needs in his cap right now after his blunder at Hango.
Yoko Yoko is just another enforcer. He's another Buddha - not a bad scalp, just not one Shin needs.
If anyone needs a scalp like that, it's Tou or Kyou Kai as it's been fucking milennia since they collected a notable head.

I don't think that's likely if Raku'A Kan is engaged with Tou, but then again, for all we know, that mfer is a STR 94 that can hang and afford to send Yoko Yoko off on his own.

even if he's not that strong, he bears the weight of an entire state, so he could probably thrash Tou pretty hard
