Conquerors of conquerors, defeated the ancient kingdom and established a govt whose rule that lasted for 800 years. Without a doubt the biggest impact in the verse.

original Joyboy
The biggest foe of the 20 original kings of the world govt, referred to as the sun God. Presumably lead the rebellion after the fall of the ancient kingom and the world govt was established.
Actions are unknown, but impact was big enough to have given the world govt and CDs PTSD lasting for 800 years, fearing not only him but also his clan (D). Awakened the Nika DF, in fact may even have willed the sun god DF into existence.

Kozuki clan
Most prominent ally of Joyboy/past rebellion. One of the only few people with ability to read the ancient language. The only people with capability to shape and smith the 'indestructible' poneglyphs, which has since then played the pivotal role in shaping the future rebellions against the world govt since the original one failed.
Rulers of Wano, the strongest nation that has opposed the world govt for 800+ years, holds an ancient weapon

Ryuma
Referred to as the sword god, the biggest individual foe world govt faced since Joyboy, to our knowledge. Successfully defended and repelled world govt invasions to Wano. His strength/actions were so impressive that it gave the world govt PTSD lasting for 400+ years, where they didn't even bother invading Wano again.
Creator of the first known black blade.

Roger
First person to have discovered reached laugh tale and learned the true history of the world govt in presumably 800 years, first pirate king. His actions lead to the modern OP story, by starting the great pirate age.........and hence
Also, played the key role in defeat of Rocks pirates, the strongest pirate crew in history.

Impact of every other individual/faction tames in comparison to those mentioned above, though Luffy arguably can be mentioned as a hon mention (obviously by end of the story, his impact will be the most prominent)

Luffy (so far):
Formed a pirate crew with crewmates that are world class in their fields. Broke into the ID and indirectly freed several pirates, which lead to the formation of two Yonko crews in the future - BBP, Cross Guild.
Actions lead to the abolition of Shichibukai system, through the takedown and exopsing of Crocodile and Doflamingo.
Lead an alliance which lead to the fall of two Yonkos.

Gorosei and their stupid political decisions have caused almost every problem.

Facist fish terrorists? Racism toward fishmen

Revo terrorists? Stupid massacres of lowborns. Especially stupid since they have the means to make almost every citizen's life a bit better.

Kaido, Meme, WB as yonko? Break strong children and leave them to the criminal world.

Wars? Don't support tyrants as kings which they do as long as they pay their taxes.

Shichibukai terrors? Don't hire mercenaries without monitoring their every move.

Impel down inmates escapees? Don't leave dangerous criminals alive - down from level 1 and 2 every single inmate should've been executed the moment they enter the facility. Great way to harvest nice fruits for marine usage too but yeah.

Without these problems no one would have given a piss about joy boys treasure or the ancient weapons. Especially not powerful parties such as above mentioned yonko, shichibukai, Revos and anarchists.

So yeah, the five Gorosei first. Roger exploiting their dirty laundry second. Powerful parties third. Luffy, disturbing the business of all the above, number 4 in the list.

Pirate kings and rulers of their eras so:

Xebec, Roger and WB (but WB falls shorter than the other 2) then Luffy who will be the best there ever was of course.

About the WG:

Im. Immortal mastermind behind the world government, even the gorosei are just his minions.

Then Joyboy, Nika and whatever for being mythical figures known worldwide (despite the WG didn't wanting that at all).


Ryuma falls short because only Wano knows about him.

BB will do big things but he will be really "big" just for a short amount of time so he will not shape the world for real.

Emperors in the end are secondary not to talk about admirals, revo and similar stuff.

This list is good. Only changes I'd make is to remove Ryuma, his actions were influential but mostly limited to Wano itself rather than the verse.

I'd add Vegapunk for creating much of the modern tech including the Mother Flame/Seraphim and Rocks for being captain of the most influential pirates that came after him and god valley incident.

If you mention Dragon, then you have to mention Doflamingo.

As he said, he was the one holding the chains of all the big players in the world. His downfall as mentioned was the reason the world is changing.

This is one of the rare occasions where we have a clear and objectively (!) correct answer:

Imu

He has been the king of the world for 800 years and shaped the entire world as we know today (hierarchy, political system, maybe even devil fruits and geography with the redline etc.) during the void century.

Imu IS the literal embodiment of the entire OP world today.

The entire rest of the OP cast doesn't even come close to 1% of the impact Imu (and the WG in general) has had on the verse.

The reason why Ryuma's actions were quite important is because Wano is the most important country in the OP lore, as the strongest and most prominent symbol of rebellion against the world govt, as I pointed out in prior point.

No Ryuma = Wano in world govt's control = they gain an ancient weapon + RP (which means it becomes impossible to get location of final island), loss of Kozauki clan which means no Oden/Momo + loss of ponegylph crafting & ancient language script

Even aside from Ryuma's importance in the plot, ensuring survival of Wano until today. His feats/impact as a standalone is legendary by itself.
He is the only other character, aside from Joyboy, who is referred to as a God, and whose name/legend crossed centuries.
He was essentially a Joyboy-esque figure of 400+ years ago, where he was the face of opposition against the world govt, and like Joyboy gave them PTSD lasting centuries.

Dude's inventions are insane, at least worthy enough for a honourable mention like current Luffy is.

I did think about Rocks earlier, and concluded that his impact isn't even as high as current Luffy's.
Nothing to do with strength really, I consider him stronger than Roger/prime WB as well. But his legend is something that gets absorbed/consumed by the legend of Roger.
I wouldn't attribute the 3 OG Yonko's achievements to him (at least yet), because they were already big names when they joined Rocks, and would've likely reached the current status.
