Because these are two individuals who grew to their level of power outside of the marine chain of command. They weren’t just trained by the top or have the countless resources of the World Government backing them, they must have found a reason to raise themselves to this level. Not saying marines like Akainu won’t get it, I just think these two have a higher chance

Need more females with conquerers, only two have it so far in the story. I always considered Nami to be Luffy's left hand. She's weak but I imagine she's got some leadership qualities. She can boss Luffy, Zoro, and Sanji around, but that might just be a gag. Luffy unlocked it first, then Zoro, and Nami is the third straw hat.
