The admirals come to mind. Kizaru mainly (but Aokiji and Akainu too really), if you remove his pika pika df powers showings what is left is 0.
At least Kaido has at the very least his own strength whichcan lift Onigashima. BM is a monster in durability and strength too amd her df has 0 influence on that (be her monstrous defence, spears of elbaf etc.). Then of course the admirals too ate not pushover either without their df, Akainu took haki hits from WB commanders like it was almost nothing so he has strong haki and that is true for the other 2 as well yet every original admiral uses his df powers pretty much in every single attack..

Ok but just think about Kizaru. His forte is his speed also all his attacks need his df powers: light kick/finger with explosion, teleport, light sword, spam light lasers, logia invulnerability (vs Apoo) and of course, again, his speed. If you remove his df powers what are his relevant showings in the manga if there is any left?
This doesn't make sense. Any character is gonna be significantly weaker if you take away their weapon and assume that their experiences with it wouldn't be replaced with something else. Most decent characters would struggle with Hody, so they're trash anyway.
That said Luffy, Doflamingo, Smoker, Hancock, Katakuri, Lucci, Sabo, and the emperors can all hang with Sanji at least.

1. Law - everything he does hinges on his df. Without it he's a decent swordsman with good haki.
2. Ace - his entire combat style was his df and had nothing without it. Ace loses like 90% of his combat power without his df.
3. Kidd - the guy has nothing without his magnetism. I doubt he could take a vet level character if he didn't have his df.
4. Cracker - his already a glass cannon but now without his df defense anyone with halfway decent AP would have a punchers change to beat him.
5. Chopper - would legit just be a deer
