Charlotte Perospero is the eldest son and child of the Charlotte Family, an officer of the Big Mom Pirates and one of the veterans, and his devil fruit is the Lick-Lick Fruit.
Perospero as we know is a sadistic man who loves to taunt his enemies, however despite his cruel and sadistic side he also seems to care about the country of Totto Land as he prevented a rampaging Big Mom from destroying Whole Cake Island and also wanted to quickly stop Big Mom's rampage so she wouldn't destroy Totto Land.
Despite not being a Sweet General, Perospero was able to give orders to Smoothie who is a Sweet General, showing us that even though he's not a commander he is still a very high ranking member of the crew and because of his seniority he's also able to give orders to even the Sweet Generals who are younger than him.
Perospero is a very smart man as during the tea party when he saw Big Mom going a bit out of it, he quickly took charge and restrained the Vinsmokes and then had his siblings held them at gunpoint. He also made a rampaging Big Mom chase after the SHs this not only stopped Big Mom from destroying WCI, but it also allowed Perospero and the other BMP to make a plan on stopping a rampaging Big Mom.
Perospero is a master at using his devil fruit as he was able to create a candy escalator in a matter of seconds and even created an exact replica of Caesar's laboratory from Punk Hazard. Using his devil fruit he was able to help Big Mom chase after the SHs during the second half of the WCI arc, and during the Wano arc he used his devil fruit to get to Onigashima.
Perospero is a very strong fighter as during the WCI arc we saw him overwhelm both Brook and Chopper in a 2v1 fight and then he quickly took down Pedro, and then during Act 3 of the Wano arc he defeated both Carrot and Wanda in a 2v1 fight.
Finally Perospero is also the Minister of Candy and as the Minister of Candy he rules over Candy Island in Totto Land.
