These stats are

1) Not 100% reliable as having the same number in a stat doesn't mean you're equal. Knuckle has the same STR stat as Gon/Killua despite being clearly able to overpower both combined
2) Not all about combat stats, Nen/Ski/STR are definitely about combat but the other stats aren't nearly as focused on that, just look at KOMUGI

Like the databook stats in Naruto, they probably just compare your proficiencies comparatively in regards to the user, not others
