I think it's time to take our time and reflect on the unanswered questions about Cipher Pol Aigis 0. If you think about it, we still don't have a proper explenation of how Cipher Pol Aigis 0 is structured, how many agents it counts, how are they organized, how many operations they control...
I'll try to make some deductions using the intel we have.
My assumption is that CP0 doesn't count a large numbers of agents. Even the fodder around them are Governative Agents but not real CP0 agents who are few professionals.
My estimate is a total of 20 Operatives (+-).
We know about 8 of them:
- Rob Lucci
- Kaku
- Stussy
- Mr. Go
- Flower Mask
- Maha
- Tribal Mask
- Spandam
Now, we can easily extrapolate Lucci and Go as the leaders of the two CP0 plotlines we've been following. Yeah, in case you didn't notice, we've seen two distinct groups sneaking through the plot. But we'll get to that.
For now, let's look a little into the Leaders:
- Mr. Go, he is the head of the Pirate-Deal Operation.
At first, this operation had him doing business with Doflamingo (obviously, under the instructions of Gorosei and the few superiors he has) to buy weapons from the Black Market. He was most likely the same man who schemed with Doflamingo the assassination of a Warloard, Moria, before the timeskip.
After the timeskip, he was still in contact with Doflamingo, doing business with him as the latter was a major weapons provider for the World Govt. who also happened to have the knowledge and blood to hold World Govt. balls.
On top of that, Mr. Go acted as a facilitator with his team (Flower Mask & Tribal Mask) to make Doflamingo's plan go smooth.
But they weren't on the island when the Dressrosa incident happened. Yeah, incident, cause that blow up exposed them a lot: they lost a major business partner and left him (and his secrets) in the Navy's hands (aka outside their control).
Mr. Go, this time with Flower Mask & Maha, headed to Wano and tried to deal with Orochi to negotiate and buy Kaido's weapons directly. Its fair to say that, since Dressrosa, Mr. Go's unit has been put under real pressure. Something that both Orochi and Apoo didn't miss to note.
This night, in Onigashima, Mr. Go status has gone MIA, Maha's WIA. Flower Mask is the last one standing.
- Rob Lucci, former prodigy of Cipher Pol 9. He joined during the timeskip and seems like he quickly rose through the ranks. In fact, looks like he is the leader of the Counter-Revolutionary Operation. We got the first hints about this right after the Dressrosa incident.
Should be noted that even tho Dressrosa was Go's responsability to handle, Lucci went (with Spandam and probably Kaku) to investigate instead cause that was specifically Revolutionary track.
It's most likely Lucci's unit that tried to attack Baltigo, ending in a skirmish with the Blackbeard Pirates instead.
While the Pirate-Deal Operation was in Wano, trying to fix the business problems caused by Luffy and Law, the Counter-Revolutionary Operation was in Marie Joise on security duty during the period of the Reverie. Here, Lucci was leading Kaku, Stussy and Tribal Mask.
Is it yet another coincidence that a big incident just happened? That Lucci's unit most likely faced the Revolutionaries once again? Oda is clearly building a plot here.
We also saw recently the only on-panel interaction between Lucci and Mr. Go. In my opinion, it showcased sort of an equality in term of ranks or Lucci as a superior at most.
I'm assuming the first case: up to this point, Lucci has been the leader of the Counter-Revolutionary Operation (CRO), Mr. Go has been the leader of the Pirate-Deal Operation (PDO).
When it comes to the agents distribution in these two operations we can subgroup them:
- Agents committed to a single operation ---> Kaku (CRO), Stussy (CRO, even tho she was operating solo up to the Reverie), Flower Mask (PDO), Maha (PDO, even tho he/she wasn't seen in Dressrosa)
- Agents seen on both operations ---> Tribal Mask (CRO/PDO, he's kind of an anomaly)
- Joke Agents ---> Spandam (even tho you could label CRO since he's Lucci's pet)
Now, after this night in Onigashima, the Pirate-Deal Operation will be officially shut down. Mr. Go and Maha are already gone, Kaido/Orochi reigns will be over, weapons factories dismantled or destroyed, Wano annexation to the WG will be pushed back. This operation is destined to come to an end this night.
Buuut, that brings us to another point, the most interesting. CRO & PDO are not the only two Cipher Pol Aigis 0 is executing... Before, I said that my estimation is a total of 20 operatives (+5 tollerance) cause there are imo another 2-3 major operations currently ongoing, the 2 I'm more confident on are the following:
- One connected to Shanks/Teach plotline
- One connected to Vegapunk/SSG plotline
Both of these will for sure have men of the caliber of Lucci and Go leading them.
I'm leaving the possibility of a 5th operation too, mostly cause I think CP0 structure will mimic the very prime symbol of the World Govt.
Or maybe the 5th core, the central one, is not an operation but the leader of CP0 himself, with executive power of all the 4 operations...
Overall, my take is that Cipher Pol Aigis 0 is composed of 4-5 Chiefs of Operations (conducting an operation each) with 3-4 Agents (to each) under their command. I'm curious about your opinion.
