That the Satellites may be clones could be possible. But: We know that Vegapunk has taken in at least one street child, which is Sentomaru. And if he has taken in one, who is now working on the island for him, than it is maybe possible that he has taken in more. And we do not know if any of the Satellites are former orphans or clones.
I would like for you to compare Lucci's and Shaka's body posture, their eloquent speech pattern, behaviour and their strategical thinking with each other - do that with their names, too. They are identical/mirror each other (Names: Shaka = Buddah; Lucci = short for Lucifer). And if Shaka can shed blood, than this means they could very likely be related by blood. Shaka just needs to take off his helmet (It needs to be taken off anyway for Chopper to threat him. I bet with you that he looks like Lucci in one way or another). If you are categorizing Shaka as clone, than you have to categorize Lucci as one, too.
