It's not like that. Nami was trying to achieve this dream, but she is happy without becaming someone.
Good example of good character whose path should Sakura went is Leorio and Kurapika - both have dreams and both fullfilling it without putting effort for nothing. Sakura was great in Genjutsu but she decided to became a close fighter. In the end she was bad in both. The only good thing in her was her healing skills, but there she also failed to became a best.
Sakura was 90% of the time useless and only in the begining of post time skip she was doing something. Next time she was useful only in the end of war.
