I think shanks, mihawk and garp are guaranteed to have it.

Mihawk is Indirectly Confirmed by Zoro (Unless He have something other than CoC we don't know about yet)
Rayleigh as a Haki Expert & CoC User definitely have it too
Dragon most probably fights with Sabo's Dragon Style but infused with CoC
Xebec & Ryuma 100% had it

Aside from these, other Users could be Sengoku & Garp + One or more from Beckman, Rou & Yasopp
