So, I want to point out something I'm sure many of us had seen before. However, I'm possibly the only person to have ever given it much thought.
Cobra mentioned, "A Grievous Mistake" that one of the previous kings of Arabasta had committed which gave Arabasta it's ill-fate of being a desert island with no luck. In other words, it was a cursed island. (Or that's how I interpreted it)
It may have only been mentioned in the anime because I looked for this for a long time and I couldn't find it in the manga. I even tried rewatching the arc to figure out when Cobra said it, but I gave up on it out of frustration.
In any case, I am positive that Cobra mentioned something like this VERY EARLY in the story.
I believed it was somewhere around the time when he mentioned that Arabasta had an ancient room where they kept all the previous kings of Arabasta (Ancient Kings tombs).
Finally, the person he was referring to was Lili the previous ruler of Arabasta (and not specifically a King- as in a male). That is, Lili made A Grievous Mistake and this is what caused Arabasta to become a cursed island.
Note: you don't have to call Arabasta, "cursed" if you don't want to, but I as the writer consider the island to be cursed.
Further, I believe Lili essentially "ratted" on Joyboy. That's what may have caused her island to become "cursed". (She ratted on Joyboy to the Twenty Kingdoms because she thought he abandoned her kingdom or something... But he actually didn't. Then she regretted it. That was the grievous mistake. Then, she found out the Twenty Kingdoms killed Joyboy and she commissioned the creation of the poneglyphs as a last resort)
That's... Basically all there is to it.
I'm telling you... It goes back to things like... Bonds. Because bonds are one of the main elements of the story. What created the opportunity for the Twenty Kingdoms to stage an attack in the first place? I'll tell you- LILI SOLD OUT JOYBOY TO THE TWENTY KINGDOMS BECAUSE SOMEONE LIED TO HER AND TOLD HER JOYBOY ABANDONED HER. SHE DID IT BECAUSE IT WAS THE ONLY WAY TO SAVE HER KINGDOM. Touchy feely crap like this.
After Lili had betrayed JOYBOY, and then realized she was taken advantage of by the Twenty Kingdoms, she was offered a seat among them after the war was over. This also explains why she refused to become a Celestial Dragon.
(Yes, I realize there are 19 other kingdoms so it would make it the 19 Kingdom Alliance not counting the Kingdom of Arabasta which may have not even been part of it originally).
