So this means the title goes to Kaido himself,and less about the dragon DF. Then it is possible that there are stronger mythical creature than dragon like kirin, but they can't be the strongest if the user isn't the strongest.

Now that I think about it, yeah it goes to Kaido or the person, because stronger beings exist previously (Buddha) and now (Nika and Makami).
