I highly doubt he is but I haven’t seen him really fight. I don’t think they were equal then. They were closer than they are now though. They will never be equal.

He obviously wanted Hancock's fruit, it is important, that's why he came, but he wasn't sure he could take on Rayleigh, without a high diff fight, even if he would win.
