Aside Warcury and Mars, none of the Gorosei are confirmed to have CoC..
Blackbeard is confirmed, you can't do AoE AdCoC with the Gura Gura no mi alone..
High hopes for Garling, he should have it.. Nasujuro should have it too, you can't wield a Supreme Grade Blade and not
have CoC.. So Fujitora should have it as well..
Cracker is yet to be confirmed..
Coby will have it whenever.. Law could unlock it, he has shown the aptitude for it even more than Sanji actually..
Beckman should have it..
I was thinking Akainu is yet to be confirmed, but does he really need it?.. Because he's top tier?.. If it's to close the gap with other AdCoC users then he doesn't need it, he's like the Magellan of Logias..

I can prove it to you individually those character have shown it.
You can't say the same for Aokiji and Coby.
Only thing you're relying on is
- Explosion, which I have already countered, Impact creates shockwaves.
- coby situation is Armanent not Conqueror. The length of lightening literally proves that.
- Aokiji is literally using his devil fruit as substitute. Look at his hand in the previous panel, it has that Icy effect around it. Same gies Ragnir Ice ability.
