Until we get a retcon or a better explanation, it has nothing to do with dreams, willpower, or "kingly ambitions".

It feels pretty relevant for the topic at hand? It would be one thing (still meh)if Sanji was particularly different from his family in the sense that he was more associated with general leadership or something, but this is pretty much just arbitrary

Having an arbitrary powerup isn't the end of the world, but it does stick out when you do it for a character who we meet in the first 100 chapters of OP, close to chapter 1200, lol...

Sanji is pretty different from his family as he’s the only one fighting for his own dreams. Judge has given up fighting for his and the other siblings have no true desire of their own.

Giving up on a dream implies he had one in the first place, I don't see why he wouldn't qualify for COC, when he obviously has Sanji's genetics.
