Have we ever seen an organization or pirate crew with a conqueror's haki user under a non conqueror, basically taking orders from CoClets?

Let's say Garp is a confirmed CoC user, he had Sengoku over him and probably Akainu, Ray had Roger, Oden had WB and Roger, Ace had WB, Zoro and Yamato have Luffy, Dofla was on his own but also answered to Kaido, Oden being the only known conqueror from Wano had to be the Shogun, the top dog in the whole country is the only CoC user.
This makes me think that the Gorosei have a couple of conquerors too, how can they boss around the Marines and make Shanks kneel before them if all of them are just some random Vergo/Lanji jobbers? And of course Imu who stands above all can't be another Saint Charlos.
