And his one piece manga is the strawhat that he is passing to us, the readers.

It is not that you need to believe in Illuminati, area 51 and all that stuff. It is an accepted truth that actually the 1% richer in our societies shapes the whole society as they see fit and so a small minority living on the shoulders of the vast majority. No government will ever clearly state this (if not for slander governments of other political colors who have governed before them) but it is like this, doesn't matter where you live.
