Earlier versions of Garou would stomp like the version that distorted the shape of the planet with a punch.

Cosmic Garou cleared out entire stars with his punch along with Saitama and is casually FTL. He Bolo-Stomps 99% of Type Moon

Moon Cell was never destroyed by anyone and explicitly does not contain infinite timelines. It runs endless simulations but the timelines it has (which are virtual and not real) are finite and it only has enough space to hold so much before it has to cull them during Quantum Time-Lock

Now the Moon Cell was on the verge of destruction by Sefar, whose explicitly only said to match the power of the Sun at her hypothetical full size and got destroyed by a random caveman on Earth using just Excalibur

Gil at most is hyped to beat her at her beggining stage according to himself

Minus a few plot specific items he revealed in CCC and nowhere else, CCC Gil is no more stronger than any others Gilgamesh in Fate
