I think the major villain will undoubtably be Teach, who Oda is actively setting up as the next big threat to the SHs.
But with Kid going to elbaf, I think it would make a lot of sense if he was the minor villain.
The giants of elbaf hate Big Mom, Kid was one of the people who defeated big mom. Furthermore, Kid is a conqueror. What are the chances that Kid will round up some giants to his side, making him a minor threat to the SHs when they arrive in elbaf.
Every single arc has its share of minor villains. Things to slow down Luffy to keep him away from the main action until Oda wants him to finally meet the main antagonist. The Kid pirates seem perfectly fit for this role. Killer even played such a role in Wano when he battled Zoro. Oda just needs to give him some power up and he can do the exact same thing in elbaf.
Overall, many people over exaggerate the extent to which weaker characters can challenge people like Luffy and Zoro. While many thought that Lucci and Kaku weren't even going to be able to put up a fight against the two, Oda showed that they can at least cause some trouble, even if they were ultimately low diffed. Given how explicit the rivalry portrayal is between Kid and Luffy, I expect Kid to do even better than Lucci did against Luffy.
