You're acting like Ryokugyu is a pirate who spent 40+ years trying to achieve a high bounty when that's not the case; even Garp the hero has a 3 crown bounty. As far as we know that's the highest it goes and it's standardized for every admiral.

Why not?

Oda is the one who is really behind all of the bounties. And Kid and GB both got treated like shit by Shanks, so regardless of how much stronger GB is, they are evidently much closer to each other than they are to someone like Shanks.

Hence with Luffy vs Kizaru going to round 2, what are the chances that Kizaru is a CoC user?

He serves under Saturn, but Katakuri also served under BM. Yet Kata had it, so I don’t see why Kizaru couldn’t. Especially since we don’t know much about Kizaru’s past or his motivations.

No chance of that or he would have gotten rid of the Star Gun debuff paralysis..
