If we replace the Akatsuki with A and B rank missions? Probably. Naruto had all the tools to be a great ninja. He had 4x chakra reserves compared to Kakashi, he was smart enough to learn the Rasengan, Multiple Shadow Clone Jutsu, Rasenshurinken and Sage mode in a relatively short period of time. With teachers like Kakashi and Jiraiya Naruto was probably still going to end up being Hokage

Naruto needed villains to overcome to temper his bad behavior as a kid.
If he didn't become serious after getting his own butt whooped and all his friends butts whooped (by adults) then he never would have gotten out of his bratty phase.
Think about it... let's say there was no Mitsuki.
Naruto never would have mastered the shadow clone jutsu and he never would have learned the lesson Iruka taught him about trusting other people.
Same applies to many lessons taught in the course of the series by encountering tough opponents like the Akatsuki.

No Akatsuki also means Naruto wouldn't have become a Jinchuuriki. So, would Naruto just be a ninja with no special ability and difficulty with Chakra control and a bratty tendency to say things like dattebayo or whatever?

He wouldn't be a the complete Shinobi Jesus he becomes, but he would certainly become Hokage
I mean, the guy would have at some point probably mastered Kurama's power regardless
But if we go back further, no Akatsuki means his parents are alive and he's not a Jinchuuriki
BUT he would likely have some time to learn a lot of Uzumaki Fuinjutsu like Minato did, plus would probabluy get a decent amount of private tutelage from Minato himself (I suspect he'd end up also being a S/T, FTG/ Rasengan user anyway)
A lot of Naruto's perceived lack of talent is because he was rebellious and didn't bother to try hard as a kid in the academy, he was the class clown, so he was under-developed compared to his peers
As remarked by J-Man, Tsunade, Kakashi, Bee and Yamato from training him, he was insanely talented
SO he would've still become a powerful Shinobi regardless, just a completely different kind of fighter
