If Rocks has any DF, I think it will be Loki’s fruit. Loki is a major character in Elbaf and we completely glossed over any conversations Rocks and Harald might have had about the fruit. We know absolutely nothing about it despite it being hinted as extremely powerful.
Given the GV flashback is supposed to connect to Harald, somehow. I wonder if Harald ultimately gave Rocks the DF at the end. They were ultimately friends and even if Harald himself couldn’t join Rocks, giving him the fruit was the least he could have done.
Loki did say he will destroy the world, and Imu is called the world.
If the power of this DF is really that destructive, it could explain why Roger and Garp ultimately ended up fighting Rocks.
